BIA releases 2021 Legislative Scorecard
Includes companion report, Victories & Defeats for New Hampshire Businesses
CONCORD — The Business and Industry Association, New Hampshire's non-partisan, statewide chamber of commerce, has released its 2021 Legislative Scorecard and companion report, Victories & Defeats for New Hampshire Businesses.
The annual Legislative Scorecard tracks and reports lawmakers' publicly recorded roll call votes on issues important to New Hampshire businesses. Victories & Defeats for New Hampshire Businesses reports the outcome of key legislation and whether it was good (i.e., a victory) or bad (i.e., a defeat) for businesses.
BIA's Legislative Scorecard details key business-related votes from the 2021 legislative session, whether each vote was consistent with BIA's pro-job creation agenda, and scores how each legislator voted on a percentage basis. While votes from individual representatives were tracked this year, an overall “score” was not assigned because the number of House votes taken was smaller than the normal sample size due to the COVID-19 pandemic.
BIA's Victories & Defeats for New Hampshire Businesses provides a summary of business-related legislation regardless of whether a roll call vote was taken and indicates if the outcome was a victory or defeat for business. More than two dozen bills are featured in Victories & Defeats, ranging in topic from fiscal policy, economic development, education, workforce development, health care, energy, environmental regulations, and employment law.
"The Legislative Scorecard is an important way to recognize lawmakers who support legislative initiatives that strengthen job growth and the New Hampshire economy," said Interim BIA President Dave Juvet. “Victories & Defeats for New Hampshire Businesses indicates, in general terms, how the Legislature treated the business community during the session, and by extension, how BIA itself performed on behalf of our members."
Of the 24 senators, one received a “perfect” score, voting to support BIA positions on tracked legislation 100% of the time. Ten other senators were recognized as a "Champion of Business" (voting in support of BIA positions 90% of the time or more on the legislation selected for the scorecard). Three senators were recognized as a "Friend of Business" (voting in support of BIA positions 70% to 89% on selected legislation).
